Job Summary
Performs analytical and administrative duties in support of specialized programs and projects within the Office of Sustainability and the Environment. Conducts studies and surveys, analyzes policy issues, and participates in budget preparation and administration.
The Office of Sustainability and the Environment currently has one vacancy located in the Sustainability section of the Division. The eligible list that will be established as a result of this recruitment will be used to fill future Sustainability Analyst vacancies that occur throughout the City during the life of the list.
Representative Duties
Note: Duties may vary depending upon assignment. Researches environmental and sustainability issues, conducts studies and prepares reports recommending appropriate courses of action and strategies in support of the goals and objectives of the Office of Sustainability and the Environment. Assists in the development, coordination and administration of programs and projects in areas such as water and energy efficiency, green building, watershed management, sustainable procurement and hazardous materials management. Coordinates and/or assists in the preparation and administration of a budget(s). Performs public relations tasks that include the development of written or web-based materials and providing information and assistance to the public and City staff on environmental and sustainability programs. Disseminates information and handles complaints and requests for information.May participate in professional organizations in specific program areas, as assigned. Identifies best practices in specific program or service areas and composes reports, summaries, analyses and recommendations. Interprets and applies rules, regulations and policies to environmental and sustainability programs. Revises, modifies and assists in writing new policies and procedures and keeps abreast of applicable laws and regulations. Collaborates with other City staff and departments in the course of completing special projects and reports. Trains and coordinates the work of support personnel in area of assignment, as assigned. Performs other related duties, as assigned.
Requirements
Knowledge, Abilities, and Skills: Knowledge of:Principles, practices and techniques of public administration with emphasis in sustainability and environmental programs and policy.Applicable federal, state and local laws and regulations related to the environment and sustainability.Principles, practices and techniques of research and analysis.Report writing.Basic principles of program planning, monitoring, implementation and evaluation.Budget preparation and administration.Basic principles of staff supervision and training.Effective leading and coordinating techniques.Effective customer service techniques. Ability to:Lead, coordinate and train staff.Communicate effectively, both orally and in writing.Analyze problems and recommend effective solutions.Research and interpret complex technical information.Read and comprehend financial information.Prepare and maintain clear and concise records and reports.Keep abreast of current developments in assigned area(s) of specialty.Respond effectively to changing environmental regulations.Act as a resource for environmental and sustainability concerns.Establish and maintain effective and cooperative working relationships with a variety of individuals, including City employees, outside agencies and businesses, and the general public.Provide effective customer service. Skill in: Using a personal computer and applicable software applications.Interacting effectively with others.
Education, Training, and Experience: Graduation from an accredited college or university with a Bachelor's degree in Environmental or Earth Science, Urban Planning, Public or Business Administration, or a closely related field. Two years of recent, paid work experience performing research, analysis, report writing and administrative support. One year of the recent, paid work experience must have been in the areas of sustainability and environmental programs. Licenses and Certificates: Possession of a valid Class C driver license.

Selection Process:

Testing may consist of any of the following: written test, performance test, evaluation of qualifications, oral interview, or any combination of these.
If three or more qualified City employees apply and pass the examination, a promotional list will be established in addition to an open-competitive list. If fewer than three qualified City employees pass the examination, the appointing authority, in accordance with the City's civil service rules and regulations, can decline to use a promotional list, in which case a promotional list will not be established for this position.
Background Investigation:
Candidates who have successfully completed all prior phases of the selection process will be subject to a thorough background investigation.
